Weiner Was Simply Cyber Flashing

I’m not too sure if what scuzzy Democrat Anthony Weiner did was legal- sending an unsolicited photograph of his penis to women online. How is sending a tweet photo or an email or any other online interaction, in which a man sends a woman a photo of his or anyone else’s penis any different from traditional flashing, other than using a computer?

Has anyone checked the laws of the states in which these women reside to determine if he is in violation of any cyber laws?
