Those whacky Chinese! They are not satisfied with limiting the number of children families can have. China has a one child per family policy, and any illegal pregnancies are forcefully aborted by the government, and the women are prosecuted. China now wants to limit the number of dogs too. Since rabies is still on the rise, all unlicensed dogs will be destroyed and their owners will be prosecuted. Strays, unlicensed litters and large dogs will be destroyed too.

Back in August, roving gangs of enforcers were murdering the dogs in the streets. This can be expected to continue. All dogs must have a license, but they are not required to have a rabies shot. Its madness. The Chinese can obviously count, since they have accurate numbers on the rabies infections, and they are willing to finance the bureaucracy required to manage and distribute dog licenses, and they are willing to dispatch gangs to kill dogs. So why don’t they dispatch gangs armed with Rabies Vaccines? Oh, yeah, they are communist.

First it was one child. Now authorities say Beijing families will be allowed only one dog.

The restriction is part of efforts to stamp out rabies, state media said Wednesday. It follows a campaign in August in which thousands of dogs were killed in order to fight the disease.

China’s capital will institute a “one dog” policy for each household in nine areas, the official Xinhua News Agency said.

“Only one pet dog is allowed per household in the zones, and dangerous and large dogs will be banned. Anyone keeping an unlicensed dog will face prosecution,” Xinhua said.

It said rabies killed 318 people nationwide in September.

Rabies is on the rise in China, with 2,651 reported deaths from the disease in 2004, the last year for which data were available.

Only 3 percent of China’s dogs are vaccinated against rabies, which attacks the nervous system and can be fatal.
